    The improvements go beyond civil defense, as well. Simply using that paper, even at a reduced strength (for ease of handling) to connect timber frames in houses (or applied as the surface paper to drywall, perhaps) would save the US millions, if not more, in both foundation-repair costs (by keeping foundation cracks from damaging the superstructure), and many, many headaches for every house owner who has ever wanted to put up a heavy picture, yet cannot find the "stud" inside the wall capable of supporting the weight.
